Rivalry easily stirred among cities of [Ontario’s] north – by Brian MacLeod (Sudbury Star – December 15, 2011)

The Sudbury Star is the City of Greater Sudbury’s daily newspaper.

To many people in southern Ontario (read south of Parry Sound), northern Ontario is a giant mass of trees, lakes and rock.  Not so, and in politics, even less so.

Just one month ago, the mayors of Northern Ontario’s five major cities — Sudbury, North Bay, Sault Ste. Marie, Timmins and Thunder Bay — vowed to speak with one voice to press their issues with the province, especially on industrial hydro rates.

But that fraternity doesn’t reflect an always-simmering rivalry among the cities, which is heating up, in part, through the actions of the provincial government.

It doesn’t take much, mind you, to get people in North Bay and Sudbury — which are about 130 kilometres apart — jawing over who gets what. Last year, North Bay officials complained bitterly that 31 mental health beds, and the accompanying jobs, moved to Sudbury.

Ontario Mining education takes a step forward with new MBA program

This article was provided by the Ontario Mining Association (OMA), an organization that was established in 1920 to represent the mining industry of the province.

The art and science of leading mineral companies has taken a step forward with York University’s Schulich School of Business launching a Masters of Business Administration specializing in Global Mining Management.  The program aims to develop and mentor the next generation of business leaders in the mining sector.  The program will be fully available starting in September 2012.
 
“Canada continues to play a critical role in the global mining sector and Canadian mining companies are key players in responding to the unprecedented growth in demand for metals and minerals,” said Dezso Horvath, Dean of the Schulich School of Business.  “An MBA specializing in mining is long overdue in preparing future business leaders for a key industry in Canada and around the world.”
 
Richard Ross, former Chairman and Chief Executive Officer of Inmet Mining, is the Executive-in-Residence for the program.  Mr. Ross is a chartered accountant with a long and successful history in the mining sector.  He was with the accounting firm Price Waterhouse earlier in his career before working for gold miner Placer Dome.  He held a number of positions at Inmet from 1989 to 2009.  Mr. Ross also serves on the boards of Ontario Mining Association members Osisko Mining and Cliffs Natural Resources.

Ottawa proposes first nations property ownership – by Bill Curry (Globe and Mail – December 15, 2011)

The Globe and Mail is Canada’s national newspaper with the second largest broadsheet circulation in the country. It has enormous influence on Canada’s political and business elite.

OTTAWA— Conservative MPs are proposing a fundamental change to Canada’s reserve system, advocating legislation that would allow natives to own private property within the communal land of reserves.

The change – recommended Wednesday in a Conservative-led prebudget report by the House of Commons finance committee – would mark a dramatic shift for individuals living on reserve. It would make it easier to accumulate wealth and to use homes as collateral when seeking bank loans to start businesses.

But the notion is likely to face stiff opposition: The Assembly of First Nations has already bristled over earlier hints that the government was planning a move in this direction.

The proposal arrives as federal aboriginal policy is coming under close scrutiny. Graphic images of poverty in Attawapiskat have cast the spotlight on shameful conditions in dozens of reserves across the country.

NEWS RELEASE: $304 million in mining royalties in 2010-2011: QUÉBEC HAS COLLECTED IN A SINGLE YEAR MORE THAN IT DID IN THE 10 PREVIOUS YEARS

A demanding mining regime that enables Québec to obtain its fair share from its natural resources

Montréal, September 15, 2011 – “The new mining royalty regime enables us to attain the objectives that we set, i.e. to obtain from mining companies fair compensation for our natural resources without discouraging investment,” Minister of Finance and Minister of Revenue Raymond Bachand said today at a technical
information session held jointly with Minister of Natural Resources and Wildlife and Minister responsible for the Plan Nord Clément Gignac.

Minister Bachand indicated that the mining royalties the government collected reached $304 million in 2010-2011, more than double the $133 million originally forecast in the 2011-2012 Budget.

The difference stems from the payment by mining companies of additional amounts during the last two months of the 2010-2011 fiscal year. Several factors account for the additional revenues: aside from changes in the royalty regime, i.e. an increase from 12% to 14% for part of the 2010-2011 fiscal year and the application of the mineby-mine principle, they are also attributable to an increase in the volume of resources mined and higher prices for the resources.

Lazy. Incompetent. Dead weight. Basically, a burden on the taxpayers. Harsh descriptives for anyone to swallow, yet it’s par for the course for First Nations in this country. Especially when a major issue hits mainstream news like the state of emergency in Attawapiskat First Nation over inadequate housing.

The James Bay community in Northern Ontario made the declaration in late October, yet people in the community have lived in makeshift houses since 2009. Some residents are facing the onslaught of a third winter without proper homes. And in Ontario’s Far North, winter is harsh and unforgiving, It’s a situation that can tug at the heart strings of most people. But when Aboriginal Affairs Minister John Duncan exercised his ministerial right to put the community under third-party management, suddenly the spotlight was on band finances. Where has the money gone?

Others have done a good job of breaking down the numbers, so I won’t dwell on it. Rather, as a First Nation person, the public backlash has weighed heavy. Instead of compassion, First Nations were suddenly generalized and told we don’t know how to fend for ourselves.

Environmentalists want to preserve it.  Miners and prospectors want to explore it. But members of both groups agree on one thing. The government isn’t doing enough to help them get what they want.

The provincial government wants to remove protections from an environmental jewel — an old-growth forest about 50 kilometres northeast of Sudbury — to open it up for further mining exploration.

Wolf Lake, a hiking and canoeing paradise in the Temagami region, has long been designated a forest reser ve by the government, which now wants to change 340 hectares around the area to be for “general use.” The Wolf Lake forest reserve was put into place in 1999, said Michael Gravelle, minister of natural resources.

“The definition of forest reserve is an area that permits mineral exploration and develo p m e nt, but doesn’t allow other industrial uses,” Gravelle said. “The intention of the forest reserve is that as mineral claims or tenure lapses … those areas can be added to protected areas.”

Province must cut [Ring of Fire refinery] hydro rates, says Clement – by Carol Mulligan (Sudbury Star – December 14, 2011)

The Sudbury Star is the City of Greater Sudbury’s daily newspaper.

The federal government has a role to play to make sure the Ring of Fire is developed and that it creates jobs in the North, says FedNor Minister Tony Clement. But, if those jobs are to remain in Ontario, Liberal Premier Dalton McGuinty and his government will have to do something about electricity rates, said Clement.

Clement has struck a committee to stay up to date with developments in the massive chromite deposits, to make sure the economic potential of the area is maximized.

But Clement said Monday that while he favours processing jobs remaining in Northern Ontario, the high cost of electricity could be a problem.

“(That) is firmly in the hands of (Premier) Dalton McGuinty and the Liberal government, so they’ve got to step up,” said Clement.

“Don’t know much about mines? Not many people do. Mines don’t talk. Especially about their history.” Richard Desjardins and Robert Monderie explore this history in their latest documentary, The Hole Story. Produced by the National Film Board of Canada, the film continues in the same provocative vein as their earlier Forest Alert.

The history of mining in Canada is the story of astronomical profits made with utter disregard for the environment and human health. It’s also a corrupt and sometimes sinister story. For example, during the First World War, nickel from Sudbury was sold to the German army to make the bullets that ended up killing soldiers from Sudbury in the Battle of Vimy Ridge. In Cobalt, a town in Ontario that once had no garbage collection, people were dying of typhoid.

Meanwhile, the first Canadian mining magnates were growing filthy rich selling silver to England from the 40 mines surrounding the town.

Timmins has its own shameful mining story. In the woods,50 kilometres west of the railroad, prospectors quickly staked their claims before heading to the government office to register their hectares and take ownership of the subsoil.

SILVER PRIZE FOR GOLD-SEEKERS

The first discovery of placer gold in the Fraser River in 1858 attracted thousands of prospectors and fortune-seekers to the wilderness of Western Canada, triggering the subsequent Cariboo gold rush of the 1860s and the Klondike gold rush of the 1890s. But as the easy pickings of gold nuggets were exhausted from the network of rivers and streams, resilient prospectors turned their attention to outcropping veins where precious metals could be extracted by hand on a limited scale.

In the summer of 1891, Eli Carpenter and Jack Seaton arrived on foot in what is now the Slocan Mining District of British Columbia, lured by tales of silver-rich deposits used by local native guides and hunters. In early September, they discovered an outcropping of sparkling silver-rich galena and collected samples for assaying.

As legend goes, the alliance between Carpenter, a French-Canadian former tight-rope walker, and Seaton, a wily Irishman from Tennessee, fell apart soon afterward amid allegations of double-dealing, with each taking on new partners to stake claims on Payne Mountain, where the initial discovery was made. What is certain is that both men sold their claims early to mining speculators for a pittance and moved on from the region.

Northern mining communities prosper as south struggles – by Chip Martin/QMI Agency (December 12, 2011)

Mining analyst Sudol said the high-tech nature of mining
in 2011 is not well understood. “We all talk about high
tech in Kitchener-Waterloo and Silicon Valley in California
and we are sort of ignoring an extraordinarily interesting
concentration of mining technology, research and education
in Sudbury.”

The same thing killing jobs in southwestern Ontario is creating them by the thousands in Northern Ontario.

The industrialization and urbanization of China, Brazil and India is causing the flight of well-paid industrial jobs to those emerging economies. The fallout is unemployment in Ontario’s industrial sector and unemployment rates soaring to 9.8% in London and 10.8% in Windsor.

But the loss for the south is a gain for the north.

Unemployment is low in places such as Kirkland Lake and Sudbury. Mines and mine-related businesses are clamouring for workers.

“The industrialization and urbanization of China, India and Brazil and many other developing countries will be ongoing for many generations to come,” says respected mining consultant and analyst Stan Sudol.

Temagami plan not a done deal as old-growth red pines at risk [from mining] – by Moira Welsh and Robert Benzie (Toronto Star – December 13, 2011)

The Toronto Star, has the largest circulation in Canada. The paper has an enormous impact on federal and Ontario politics as well as shaping public opinion.

The plan to destroy old growth forest near Temagami is not a done deal, said the Minister of Natural Resources.

In the wake of a Star story about his ministry’s plans to remove protections for stands of 300-year-old red pine around Wolf Lake in northern Ontario, Minister Michael Gravelle said he will decide soon whether the area will be opened up for increased mining.

“I will be speaking with my officials soon about that,” Gravelle said. “There is no question that there is now an elevated interest in this issue,” he added, referring to the Star story.

The ministry wants to change the “forest reserve” designation for 340 hectares around Wolf Lake, located 50 kilometres from Temagami, to “general use,” which puts a greater focus on mining instead of forests and recreation.

Shipping oil to Asia? The route’s east, not west – by Derek Burney and Eddie Goldenberg (Globe and Mail – December 13, 2011)

The handling of the Keystone XL pipeline process by the Obama administration serves as a loud wake-up call for Canada. While America remains our most important market, Prime Minister Stephen Harper has said that Canada should not be a “captive supplier” of energy for the United States. In light of global demand growth, it’s also in Canada’s national interest for Ottawa to act decisively to enable our oil and gas industry to diversify its customer base.

The fast-growing markets in Asia, particularly China and India, are obvious targets, but they need the assurance that Canadian oil won’t be landlocked in Alberta. Federal and provincial governments must understand that the Chinese and Indians are not sitting idly by enjoying the spectacle of the interminable and uncertain Canadian regulatory process. They’re actively seeking long-term supplies from other producers around the globe.

Obviously, the best way to ship Canadian oil to Asia would be through West Coast ports. That’s the rationale both for the proposed Northern Gateway pipeline to Kitimat and for expanding the existing Trans Mountain pipeline system to B.C.’s Lower Mainland.

Longer term, Mr. Angus wants Ottawa and the province to
start talking about sharing the economic benefits of the
development of nearby diamond mines and other resources.
That’s what Hydro-Québec did with the Cree on the Quebec
side of James Bay as it built massive hydroelectric
projects.

OTTAWA— Ottawa responded to the Attawapiskat Cree’s plea for more housing by promising Sunday to ship the impoverished community an additional seven modular homes, bringing the total to 22.

However, amid efforts to ease the housing crisis, community leaders continue to clash with the Harper government over its decision to take over the band’s finances earlier this month.

Ottawa has blamed the community’s problems on financial mismanagement of roughly $90-million in federal funds spent in Attawapiskat in the past five years.

Aboriginal Affairs Minister John Duncan insisted Sunday the community has now agreed to co-operate with a federally appointed third-party financial manager – a claim band Chief Theresa Spence vehemently denied.

My country, America, is in economic distress. The crisis threatens our national security because a nation that is weak economically cannot be strong in other ways. If only we had an untapped source of wealth, a nest egg we could crack and use to grow the economy, create jobs, raise Americans’ standard of living while providing the resources needed to defend the nation from its enemies.

Oh wait: We do.

Much of it is under our feet, in the ground, in deposits of shale – sedimentary rock rich in both oil and natural gas. Large shale fields have been found in South Dakota, Montana, Pennsylvania, New York, West Virginia and elsewhere in both the U.S. and Canada.

Until recently, this energy was expensive to access. Now, however, revolutionary new technologies have changed the cost equation. In particular, there is hydraulic fracturing: pressurized water is used to free the oil and natural gas.
