JAKARTA, Aug 9 (Reuters) – Indonesia is discussing bringing forward a ban on mineral ore exports that was previously set to begin in 2022, but no decision has yet been made on such a move, its trade minister said on Friday.

Talk of a possible earlier start to the ban on ore exports from one of the world’s key sources of metals pushed benchmark nickel prices to a 16-month high on Thursday.

Indonesia’s trade minister, Enggartiasto Lukita, also said on Friday that President Joko Widodo had asked for input from his ministers on the step. Current mining regulations allow exports of unprocessed mineral ore until January 2022, with an Indonesian industry association on Thursday urging the government to stick to that timetable.

JOHANNESBURG (miningweekly.com) – The demand for environmentally protective ‘green’ metals is increasing exceptionally fast, boosted by a 59% increase in electric vehicle production in China, Glencore CEO Ivan Glasenberg said on Wednesday.

In response to Mining Weekly Online during a post-results conference call, Glasenberg reiterated that Glencore had the right range of metals for which demand was poised to rise as the world decarbonised. But while demand growth remained positive, supply was low, with easily accessible high-quality resources running out.

The London- and Johannesburg-listed Glencore is a producer and a marketer of metals including copper, nickel and cobalt, which are all well positioned for future outcomes, despite the cobalt price being down currently.

Nickel has long had a reputation as the most volatile base metal, but its biggest daily jump in a decade has left even the most seasoned traders astonished.

The metal spiked as much as 13 per cent, or almost US$2,000 a ton, in thin Asian morning trading, extending a rally over the past month triggered by rumours that top producer Indonesia might bring forward a ban on nickel ore exports. Prices eased after the nation’s mining ministry denied that any policy changes are imminent, but were still up a hefty amount as London trading opened.

“You can see that the market is barely trading now because people just don’t know what to do,” said George Daniel, a hedge fund manager at Red Kite who’s been trading metals since 1993. “It could come off from here, but everyone’s just waiting to see if China comes in and buys it again.”

By 2030, there will be 140 million electric cars on Earth, and by 2040 every third vehicle will be powered by green electricity instead of the fossil fuels that have been slowly choking the environment for the past couple centuries. That’s according to assessments by Glencore Plc and BloombergNEF.

Sounds like we’re on the right track and Greta Thunberg’s zero-emission dream could be achieved within her lifetime. Humanity is finally coming to its senses.

Not quite. All those cars will need batteries, and all those batteries will need to be built with a small periodic table of minerals. And all those minerals need to be mined – in some cases strip-mining the rest of the planet’s explored deposits.

The Minnesota Court of Appeals Monday dealt a setback to several environmental groups challenging the state’s rules governing copper-nickel mining.

The groups argued in a lawsuit that the state’s rules over mine waste disposal, mining areas and permits to mine for “nonferrous metallic mineral mining” are too vague for courts and regulatory agencies to enforce, and don’t adequately protect the environment.

It was among several suits filed by conservation and environmental groups after the state approved PolyMet Mining’s controversial proposal to build Minnesota’s first copper-nickel mine late last year.

Battery producers and electric automakers, including Tesla Inc., are concerned over longer-term supplies of nickel, a key material in their supply chain that’s forecast to fall into deficit, according to an Australian miner that’s held recent talks with the sector.

The need for the high-purity material used in batteries, known as class-one nickel, is likely to outstrip supply within five years, fueled mainly by rising consumption in the EV industry, according to BloombergNEF.

It’s a concern shared by Tesla, according to Peter Bradford, chief executive officer of nickel producer Independence Group NL, who last week met with a member of the car producer’s battery metals supply chain team.

The world’s biggest miners, including BHP Group and Glencore Plc, are finally firm believers in the electric vehicle battery revolution — what they don’t agree on is which metals will deliver the best long-term exposure to the developing global market.

BHP has revived a declining nickel unit in Western Australia to target the sector, while Rio Tinto Group is accelerating work to enter the lithium market. Glencore is focusing on cobalt and copper and Anglo American Plc is examining prospects for platinum and palladium to be deployed in future battery technologies.

“We did a review of all the battery input materials — nickel, cobalt, lithium,” said Eduard Haegel, asset president at the BHP’s Nickel West unit. “We think that in the medium-to-longer term there will be a margin that will be sticky for nickel — we think it’s an attractive commodity.”

At Ely’s annual Blueberry/Art Festival this weekend, the debate over copper-nickel mining near the Boundary Waters Canoe Area Wilderness (BWCA) was nearly as visible as the food, music and crafts for sale.

Dueling booths run by supporters and opponents of Twin Metals Minnesota and the controversial underground mine it hopes to build dotted Whiteside Park on Friday as thousands of people streamed through the small town in northern Minnesota for the first day of the festival.

One of those tents was run by Up North Jobs, a pro-mining nonprofit that declared the weekend “Twin Metals Appreciation Days” in honor of the company’s continued investment in Ely. Just across the park was Northeastern Minnesotans for Wilderness and the Campaign to Save the Boundary Waters, which warned fairgoers of the risk that copper-nickel mining could be to the BWCA.

A scholarly article exploring the “tragedy of pollution in Sudbury” has earned its authors an award from the Ontario Historical Society.

The 2018 Riddell Award, acknowledging the best work on a subject of Ontario history in a given year, was recently presented to Mark Kuhlberg and Scott Miller for their article Protection to Sulphite Smoke Tortfeasors: The Tragedy of Pollution in Sudbury, Ontario, the World’s Nickel Capital, 1884-1927, which appeared in The Canadian Historical Review in June 2018.

A tortfeasor, by the way, is someone who commits a wrongful act, in this case applied to the mining companies that spread harmful emissions, but only because, as the article contends, it was permitted by provincial lawmakers at the time.

Car companies ramping up EV battery production across the globe

While nickel analysts expect the price of nickel to dip again despite the impressive gains it has made in recent weeks, demand for the metal is bright thanks to the increasing demand for electric vehicles.

Nickel was trading at US $6.40 on Monday afternoon on the London Metals Exchange (LME), down from last week’s high of US $6.85, but still up more than 20 per cent in the last two weeks.

Commonwealth Bank commodities analyst Vivek Dhar told the Financial Review that the reasons some have given for the recent surge – falling LME stockpiles and an impending export ban in Indonesia – are not new revelations, and are factors traders have known for a long time.

In July, 2009, more than 3,000 Steelworkers walked off the job in Sudbury after failing to strike a deal with Inco’s new owner, the Brazilian mining giant Vale. A decade later, we look back at how it all started and what it all meant

In the months leading to the strike at Vale in 2009, a major confrontation seemed both impossible and inevitable. There was talk almost immediately in the mining industry that, having purchased Inco in 2006, the only way the deal made sense for the Brazilian multinational was to undo the benefits package the Steelworkers had fought for in collective bargaining that ensured retirees a guaranteed income.

Defined benefits, as it was known, protected workers from inflation, from the ups and downs of markets. The nickel bonus, too, which saw workers paid more when nickel prices were high, was also a major obstacle in Vale’s view of things, as were restrictions on using contractors. For the company, these sorts of benefits represented unacceptable long-term costs and risks that threatened the viability of their Canadian purchase.

Anyone who has ever been in a union can tell you that heading into negotiations for a new contract, improvements are the goal, and concessions are the red line that can’t be crossed. For a union such as the United Steelworkers of America, headed by Sudbury’s own Leo Gerard, such concessions were unthinkable.

Nickel prices slid to their lowest for the year in the second quarter as investment funds sold on the expectation of slowing demand from Chinese stainless steel mills as economic activity came under pressure from the U.S.-China trade war.

But as unexpectedly higher demand numbers started to trickle out, the same funds rushed to cut their bets on lower prices.

The safety of storing mining waste in a tailings basin has been a critical part of the debate over copper-nickel mining in northern Minnesota, with some environmental advocates warning that failures and spills could unleash toxic slurry into nearby waters.

Now, in a major shift, one of two companies hoping to build a copper-nickel mine says it plans to store much of its waste using a “dry stack” method, an emerging technology that many of the same environmental nonprofits — and some mining experts — argue will better prevent water pollution.

Twin Metals Minnesota, which plans to mine just outside the Boundary Waters Canoe Area Wilderness, said Thursday it would abandon its plan to use a tailings basin, which entails waste rock being covered in a pond held back by a dam.
