Far from being worried about the setbacks faced by proposed energy projects in British Columbia, David Black is growing more optimistic his $22 billion refinery/rail plan will be the only one left standing.

The Victoria-based newspaper publisher has been saying it for years. His challenge remains to convince the Alberta-based oil community that they don’t have a monopoly on good ideas, including that refining their oil on the West Coast beats building bitumen pipelines and shipping it on tankers.

“Frankly, I don’t see what is going to derail it,” said Black, who proposes to build the world’s greenest oil refinery near Kitimat to process Alberta bitumen transported on trains, while creating thousands of value-added jobs and generating $1 billion a year in tax revenue.

“It’s designed in line with what people in British Columbia want,” he said in an interview. “It takes away the risk in the ocean, it takes away two thirds of the CO2 emissions … and it provides a very safe way to get the bitumen to the refiner.”

To top it off, it isn’t opposed — yet — by aboriginal communities, and he’s confident the vast majority of environmentalists would get behind it.

After five years of study, Black’s private company, Kitimat Clean Ltd., submitted its environmental project description to B.C. and federal regulators last week, kicking off the environmental assessment process.
